CONCEPT
The Bizkailur Social Housing Development Program was a large-scale territorial initiative promoted by the Bizkaia Provincial Council through its public development agency Bizkailur, aimed at increasing the supply of protected housing (VPO) across the province.
The program formed part of a broader strategy to facilitate access to affordable housing, support urban regeneration processes and activate publicly owned land reserves through coordinated development with municipalities throughout Bizkaia.
Through this initiative, Bizkailur promoted multiple residential developments distributed across different municipalities, transforming publicly owned land into new residential neighbourhoods with a high proportion of protected housing. The developments typically combined VPO housing, public spaces, community facilities and supporting urban infrastructure, contributing to the consolidation of new urban areas and the regeneration of former industrial or underused sites.
The projects were implemented through public land management, urbanisation works and residential promotion, coordinated with municipal planning frameworks and regional housing policies. The developments contributed to strengthening the public housing stock and to ensuring a balanced territorial distribution of protected housing within Bizkaia.
Beyond the construction of housing units, the program represented an important institutional effort to guarantee access to housing as a social right, aligning provincial land policies with regional housing strategies and supporting the long-term development of sustainable urban environments.
The initiative formed part of a wider housing ecosystem in the Basque Country where public developers and agencies play a central role in delivering protected housing and supporting urban transformation processes.
